I already partly answered this in another topic by accident :). But now I remember: 2 things are blocking you how small you can make your level:

1. The current position of the hero
2. The starting position of the hero

So you can never make a level smaller than these boundries. So if you put the hero on the starting position, you should be able to resize to 1.
