Currently, it is possible to let inactive actors talk. I hope, this is an indended behavior, because this is very useful. That way you can change the face to a face of an actor you want, who is not even somewhere to find in the current level. You can e. g. let a person “speak” before he or she actually enters a room or having a character within your group talk, who is actually not part of the current level. I guess there are more possibilities like this in order to use it. If you think it is a bug, I would like to ask you to not correct it.
This is actually intended. “Active” really means “registered on the game engine”, which means it will update its behaviors.
When inactive, the actor is still there, just not part of the world. But if you staight away request something, it will still do it: talk, decrease health, …
