This game will make no sense to someone playing it for fun; it is truly reliant on the actual coursework. However, you're more than welcome to walk around and talk to the people. I utilize a great deal of records that are publicly available online to create the names and the back stories. Additionally, you may find that interacting with a couple characters, triggers events, or causes a character to appear in other parts of the map.
